I am still scratching my head about your statement.
Maybe you meant it was the first time they met on an equal footing - as heads of government?
Eisenhower was the head of the Supreme HQ Allied Expeditionary Forces (SHAEF) and he had to coordinate all military operations with the allies, mostly the Brits. For example, there is the famous picture of Ike in England with the paras of the 101 Division, right before D-Day - surely he should have met at some stage with his host, Winston?
And that is just one of the “obvious” moments in which they had to meet. There were many others, both before and after.
